Contrary to earlier reports that Femi Osibona, the Managing Director of Fourscore Homes, the developer behind the collapsed 21-storey building had been arrested, a witness claimed that he is still trapped with the other victims.

The witness, at the site, said Odubona was still at the basement of the property and that the emergency workers had yet to get to the 18th floor.

The witness claimed that the embattled developer was still sending messages to his workers and aides that he was still trapped.

The number of those trapped in the collapsed building has yet to be confirmed.

The Lagos State Emergency Management Agency is liaising with the police and the army to clear the rubble while searching for survivors.

The Lagos State government had earlier said that the owner of the collapsed 21-storey building was given the approval to construct only 15 floors.

General Manager, Lagos State Building Control Agency, Gbolahan Oki, made the disclosure in a chat with the News Agency of Nigeria.

The structure located at 20, Gerrard Road subsided at about 2:45 pm on Monday.

Oki announced that the owner had been arrested and would be prosecuted.

“The materials he used for the reinforcement are so terrible. He got approval for 15 floors but built 21. He has been arrested,” he said.
